Nottinghamshire County and Nottingham City Declaration on Tobacco Control

Background to the Declaration

• Newcastle City Council created a ‘Declaration on Tobacco Control’ which by signing committed the council to certain measures around tobacco control. This was shared with other councils and with the support of ASH (Action on Smoking and Health-charity) a national document, the Local Government Declaration on Tobacco Control was created. This document is endorsed by key organisations (e.g. Dept of Health, Public Health England, Chartered Institute of Environmental Health) and all Local Authorities are encouraged to sign this

• Notts County Council and Nottingham City Councils have both signed this

• An NHS Statement of Support has also been created

• However for tobacco control measures to be effective, they must involve the whole community, not just local government and the NHS, so…

The Nottinghamshire County and Nottingham City Declaration on Tobacco Control

• Notts County Council along with Notts City Council created their own local declaration, the Nottinghamshire County and Nottingham City Declaration on Tobacco Control , encouraging ALL key partners/organisations both public and private to commit to taking action on tobacco.

• This local version has been endorsed by both Health and Wellbeing Boards.

• The councils want as many organisations as possible to sign up however it’s more than just signing a piece of paper, it’s about making a public commitment and taking action.

• Organisations are encouraged to develop an individualised action plan. The actions should be tailored to organisations and what e.g. a hospital decides to take action on may be very different to a private company, but there will be some actions that all organisations can consider, which have been pulled together into a toolkit. An example action plan can also be found in the toolkit.

Support to Develop Actions

• Support for organisations signing up to the Declaration is available through Public Health and smokefree teams at the County and City councils.

• In addition to the toolkit, support is available in the following ways:

• Sharing of ongoing learning from other organisations (please see folder containing examples from other areas at the bottom of the page)

• Signposting to training for staff in skills to giving very brief advice on stopping smoking

• Workshops-A workshop with the aim of sharing learning from elsewhere and identifying potential local actions has taken place to support those organisations that have already agreed to sign the Declaration. There was agreement that a further workshop to share action plans would take place later in the year. Other workshops may be available depending on demand. • Providing information/stats and briefs on smoking and tobacco use in relation to particular topic areas e.g. smoking and mental health, smoking and children or geographically. These can be found at the bottom of the page.
